My Dad owned this motor when he was a younger man. It sat in storage for many years but recently we had a repairman get it running again. I believe everything is in good working order, however, i'm not sure about the gas situation. Do you have to add oil to the gas? what ratio?

Yes ... definitely needs marine TCW-3 two-stroke oil mixed at 16:1.
