Will it hurt the engine to crank it out of water even if it is a air cooled engine? Is that tube that stick down the excust and if it is under water it would be much quiter? I would like to crank it and fine tune it but is it important to keep the foot in water?

The exhaust leg can get pretty hot, so you may just want to run it in water (especially if it does have an exhaust leg cooling impeller). Won't hurt the powerhead if it isn't in the water, but I'd play it safe.
