Wizard WS-4S carburetor

I have a Wizard WS-4S that I got running. It runs really well, just have one problem. It makes a real mess on the transom, I figured out that it's unburned fuel that is sprayed all over the outside of the boat. Further investigation finds two small (less than .060" diameter) holes drilled into the mounting flange of the carburetor. These holes penetrate into the carb venturi, and there is always fuel dripping from them when the motor is running. Are these holes supposed to be there? Looks like somebody drilled them for additional air intakes, thats all I can figure. I'd like to plug them up and stop the fuel leaks. Please advise if this would be a bad idea, thanks in advance.
