I reckon the next 10 on standby should be let on immediately.

That will allow for the 10 who are going to drop out at the last minute but not own up, because the penalty is beheading.

Darn right it's pre-loaded. The list current stands at 320 and there are only 300 places.
There should be some natural attrition before May 10… but if not?

Yer but, isn't the list already pre-loaded/top-loaded/whatever to deal with the last-minute drop-outs? Obviously, I have read The Rules many times in great detail and I seem to recall that there will be extra people on the final list on 1st April because there are always a few withdrawals before 10th May.
