Ian, it's actually part and parcel of what I've referred to as the '"Unlock" art installation'. If you look at the next photo in the sequence, the object in question is lying on the gravel in the foreground. (I couldn't get the whole thing into a single shot without stepping back into the canal!)

It's situated on the canal towpath in between the Plank Lane bridge and where the canal draws level with Pennington Flash. I think it was put there last summer to be part what they're now calling the 'Jubilee Legacy Walk'. I don't remember it being there when I previously walked that stretch of the canal in 2011.
