Refuse bins

In the street where I live there are overflowing black bins and black bin bags all over the pavement. Including bags containing soiled nappies which will not be collected for FOUR weeks. (due to last weeks snow)

The green bin men have just been. About 25% of the people in my street put their green bin out today and hardly any of them were full. Well it is January isn't it? therefore there aren't many people mowing and pruning with a desperate need to dispose of green waste.

Why on earth didn't they postpone the un-needed green bin collection today and replace it with a desperately needed black bin collection ????????

I phoned requesting a green caddy bin as from October to March I didn't have any garden waste and didn't want to drag a large green bin out with only a few food bags in. Informed that this wasn't allowed but I could change my large green bin to a smaller one, then I could have a caddy!!!!! "What do I do in summer when I have a lot of Garden waste?" Answer "Oh that's a problem". Back to square one.
