I've often thought a fining system based in income would be a good way to go.

What's the point of a £60 parking fine when the person is earning £1000's a month or even week.

Mind you only a few mins thought on it brings to mind many complications.

Is it really a £400 fine?

Wigan Observer Court Report gave that information. Two weeks ago there were 2 cases of litter dropping in Wigan which carried the same £400 fine. Drink driving also carries a fine which is less than litter dropping.
