Why was Ashton Heath work stopped?

Just wondering... why did Councillor Walter Carney stop the conservation work by Ashton Heath Residents' Association?

Apparently because one or two people who do not agree with the need to manage the heathland complained to him. Instead of checking with the residents' association regarding the management plan for the heath he took the complaints to the Council officer responsible for the heath, who asked that the work be suspended.

The group has sought the advice of experts on the management of the heath and is about to bid for funds to improve the common. Because of Councillor Carney's interference everything has been put on hold. It is intensely annoying that individuals who contribute nothing to the maintenance of the heath but use it as a dog's toilet are able to stop the volunteers who have given hundreds of hours to clearing litter and restoring the heathland.
