Go to Jupiter, only 15 minutes north of West Palm Beach. In Jupiter they still allow dogs off leash to swim on about 2 1/2 miles of beach. You must bring waste bags and pick up. Your dog cannot run up to anyone or walk or pee on sunbathers stuff.
The city prefers dog lovers to bring the dogs early or late in the day when it is cooler for the dogs and less tourists on the beach.
