This is just another example of a person without a brain given some "power" without the common sense to exercise that "power." People with compassion and love for animals have had a "power play" forced upon them by some brainless moron that, thru no fault of his on, was probably denied any ability to exercise his own brain as a child. This Park Ranger should be sent home without pay for a month and forced to work in a humane shelter so he could see what love it takes to care for these creatures that need our human intervention.
