This motor will not develop full power or rpm. Checked the timing, put on a new prop still nothing any suggestions appreciated.

Doug: Dont know your problem but dont know which motor you have. The WM7-A is a Super 10, non-Shift motor. The WN7-A is the Powermatic 12, Shift Motor.
