No she is not too small to breed. I have female that is 3 1/2 lbs and was afraid she would be too small. She free whelped 4 little girls. It depends on the female when that small, but 4 1/2 lbs should be fine. Just make sure you breed for quality, to a good quality male and not just to get puppies.
