How to explain 'Breach'

Hi everyone,
Following the mix up the other night in our match I am writing to the Team captain of the other Club. I need to explain the difference between the penalty for player moving a ball (Rule 18-2) and the the penalty for a 'Breach' of that Rule. How do I explain in simple terms 'Breach'?
Any offers would be appreciated.

Hi Michael,

If a player moves his ball in play (not as a result of a stroke!), Rule 18-2 states that he must add 1 penalty stroke to his score and replace the ball in its original position.
If he does NOT replace the ball, he is in breach of Rule 18-2 and incurs 2 penalty strokes in stroke play or loss of hole in matchplay.

How about R2-6? This clearly states that loss of hole is not always the end result of a players actions because it depends on what those actions were.

The "otherwise provided" applied to your case - 1SP and replace the ball.
