Another thing that happened last night

Hi everyone,
Another thing that happened last night.
Bear in mind this was foursomes matchplay.
One of our opponents was in water in a bunker.
We agreed on nearest point of relief in the bunker not nearer the hole.
He walked in to retrieve the ball, and duly dropped in the agreed place.
His partner then stepped in to rake the footprints BEFORE the ball was played.
Can someone clarify the Rule implications of this action please.
I believed it was loss of hole for the team, they argued the guy doing the raking was not the one playing the shot, I couldn't find a specific reference in the Rule book.

Rule 13-4 forbids such action when the ball is still in the bunker. None of the exception in notes 1 and 2 under Rule 13-4 allow such raking. In matchplay the penalty is loss of hole.

Where the contents so admits, the word "player" includes his partner, so any breach against the Rules by a partner affects the penalties to the side in foursomes.

Thanks again, you must be getting tired by now.
I couldn't convince them that a team in foursomes is in effect one player.
And pressed for time, I couldn't find clear reference to it in the book.

Better get some rest now, I have another match on Tuesday night.
