In the answer to D.15/8, for stroke play, is the ball dropped under 25-1c actually now in play (with the additional 4PS under 15-2 and 18)? Why does 20-7c not come into the answer?

I will venture an opinion in the absence of any other replies.
As my previous answer, the ball was ALWAYS in play.
The absence of R20-7c is a result of the penalty statement under R18, EXCEPT in the case of a substituted ball(R15-2).

This is similar to a discussion we had a couple of months ago.
The part of the Decision I'm addressing is....
"In stroke play, in addition to the stroke-and-distance penalty incurred when he proceeded under the lost ball Rule (Rule 27-1), he incurs a penalty of two strokes under Rule 18 and an additional two-stroke penalty for a breach of Rule 15-2."
I think Ron that you are right and there is a R.20-7 penalty where the applicable rule is R.18. R.15-2 also needs an applicable rule and again I think it is R.18 although I know some contributers are of the opinion that it is R.13.
