Ball overhanging hole.

I've been present when the same player has done this on a few occasions:- His reasonably long putt comes to rest overhanging the hole, he looks to the heavens, looks to the ground hands on hips and bemoans his poor fortune to his F/Cs, this takes him quite some time.He then begins his walk to the hole, when he reaches it he begins his count and the ball falls into the hole just before the count reaches 10. When his actions are queried he states that his delay before walking to the hole is not unreasonable. How do you think a RO would view this situation considering the wording "the player is allowed enough time to reach the hole without unreasonable delay" as part of R16-2.
