Subject:   Neighbors yard smells like ammonia

Message:   My next door neighbor years ago used to two to three cats. I haven't seen them for a long time now. But her yard smells like ammonia. It is so strong that I don't want to go outside in my backyard or in my pool. I can't imagine how her yard could smell so awful. When it rains you can smell it from across the street in all directions around her house. How is this possible. Is there anything that can be done to neutralize this smell? I do hear her empty lots of cans in her trash can at night. If she was hoarding cats in her house would that be a source. All I know is that I have lived with this smell for three years now and I am over it. What can I do? I haven't seen any cats at the house although I have seen one or two that belong in the neighborhood. My other problem is that there are Raccoons everywhere. I saw five last night that where on her back steps.
