Propeller spins freely and doesnt spin when chord is pulled

I have a Wizard powermatic 15 and am trying to get it running but when i pull the chord to start the motor the propeller doesnt spin and it also spins freely when the engine is not on. Does anyone know what the problem is and how i could fix it? Thank you

Anthony, I am far from a master mechanic on these things, but it could be as simple as a shear-pin for the propeller. Take off the prop and see if there is a severed pin, which is what directly engages the prop. IF the pin is shot, the prop would rotate freely and would do nothing when you pull the recoil. If that is intact, there could be an issue with the lower unit gears or where the drive shaft engages the prop shaft (could possibly be a clutch dog?).

Start simple...if it isn't the shear pin, then you are going to have to start diagnosing the lower unit internals.
